Dr. Pelka completed work on his Ph.D. from Evangel Christian University, Monroe, Louisiana. Dr. Pelka has also completed a CPE residency a Clinical Pastoral Counselor.

Dr. Pelka has pastored and ministered in the southeastern United States since 1971. He married the former Beverly Highsmith of Jacksonville, Florida in August of 1971. She currently ministers with him as a prophetic voice in Praise and Worship. She is the Secretary of Eagle's Flight Ministries.

While salvation for those lost is the priority of Dr. Pelka's ministry, the anointing in which Pastor Pelka flows, involves hands-on ministry dealing with praying for the sick, deliverance, and releasing the gifts of the Spirit in the lives of those who are seeking the perfect will of God. Additionally he stresses restoration and the diversification of the "Marketplace Apostle."

Currently Dr. Pelka has the vision to win and educate the lost so they can in turn influence society and impact the world for the cause of Christ. Eagle's Flight Ministries is a cutting edge ministry which believes in not only setting free of the captive, but the complete destroying of the yoke which holds mankind in bondage. EFM literally reaches around the world today with churches and ministries in India, Peru, Ghana, Togo, Nigeria, Benin, Liberia, and Ivory Coast. Major evangelistic thrusts have also been made into Venezuela, Brazil, and Israel.

Dr. Pelka also is employed by the State of Georgia as a Chaplain in the GDOC (Georgia Department of Corrections). He is based at Ware State Prison in Waycross. Ware State Prison houses behavioral problem close security inmates and assists them in returning to a general population status and transfer to a lower security prison. Currently there are slightly over 1300 inmates housed at Ware with a staff of 400. This is "the largest church in town."

At Ware State Prison, Chaplain Dr. Pelka also heads up the Southeastern Georgia Certified Volunteer Program. Currently there is a force of about 50 certified volunteers and that number grows monthly. Chaplain Pelka uses the volunteers to mentor as well as teach classes which are both faith and integrity based, hold services, Bible Studies, and the like for the inmates.
