Ware State Prison houses behavioral problem close security inmates and assists them in returning to a general population status and transfer to a lower security prison. Currently there are slightly over 1535 inmates housed at Ware. Approximately 216 of this number reside in the Fast-Track Unit also known as Ware Annex or M Building.

With an ever growing concern for inmates to be returned into society (re-entry) and to reduce recidivism the Georgia Department of Corrections (GDOC) has long embraced the use
of certified volunteers to help in many areas within the walls of the prison. Currently the volunteer programs throughout the State are headed up by the Institution Chaplains. The Chaplain helps recruit, certify, and train the volunteer for their mission inside the walls.

At Ware State Prison, Chaplain Michael Flynn heads up the volunteer program. He currently has a force of about 65 certified volunteers and that number continues to grow monthly. Chaplain Flynn uses the volunteers to teach classes, hold services, Bible Studies, assist in facilitation of programs and the like.

The prison outreach ministry of Eagle's Flight Ministries reaches not only into Ware State Prison, but also to the Ware County Jail which houses approximately 400 inmates for Ware County and the City of Waycross. They also minister in the local RYDC (Regional Youth Development Center) which houses up to 30 inmates who are below the age of 16.
